220 Lake Promenade

As you may already be aware, the City has received development applications for 220, 230, & 240 Lake Promenade and 21 & 31 Park Blvd. These applications include a Rental Housing Demolition and Replacement Application.

My priority throughout this application process is your well-being, hearing & understanding your concerns, keeping you informed, and working on your behalf with City staff and the developer. I have advocated for and secured increased public consultation on this proposal. My team and I will be actively listening & engaged during this process.

While I can’t share specific timelines at this time, I can share that at major steps (e.g. consultation dates) tenants and neighbours of the site will receive notice by mail. These types of applications often take a year or more to complete, and I look forward to working together to secure the best outcome possible.

The current development applications to the City are for phased demolition of the five existing 7-storey rental apartment buildings, and construction of a total of five new residential apartment buildings with heights ranging from 12 to 30 storeys, including two rental buildings and three condominium buildings.

Upcoming consultation events:

  • A Working Group with neighbours and tenants of the site, City staff, my office, and the applicant has been created, and meetings are taking place through late-Fall 2023.

  • TBD – 2nd Tenant Consultation Meeting – a second meeting will be held after the application is revised.

FAQ

  • The City has an obligation to conduct a fair and impartial review process. See below for more info on this process, and where you can have input!

  • The City will require a Tenant Relocation & Assistance Plan from the developer. If the application is approved, a legal agreement with the City will be executed to secure this plan and bind the owner to several requirements for affected tenants.

    • The right to return to a replacement unit of the same bedroom type and similar size at a similar rate to what you currently pay. Your rent cannot be increased by more than the annual rent increase guideline amount set by the Ontario government until the end of your tenancy.

    • If you are required to vacate your unit for construction, you will be eligible for additional compensation, including moving allowances and financial compensation above and beyond the compensation requirements set out in the Residential Tenancies Act, 2006.

    • If you are required to vacate your unit for construction, you will be given at least six months’ notice before having to vacate your existing rental unit.

Submission of Initial Applications

The applicant (the developer) submits their proposed applications to the City.

  • City staff, including Planning, Transportation, and Engineering & Construction Services, review the files submitted by the applicant and provide their comments & recommendations.

  • City staff lead Community Consultation Meeting(s) where residents are given the opportunity to provide their feedback.

The applicant revises their applications based on feedback from City staff, the Councillor, and residents. This process is likely to take longer than a year.

Final Applications + Staff Report

City staff review the revised applications, work with the applicant to finalize it, and write a report outlining staff recommendations.

The final applications and staff report are considered by the Etobicoke York Community Council (five Councillors who represent the Etobicoke York wards).
